Why does pH 7 cause the most corrosion of a finishing nail?

I am doing a study based on the corrosion that different pH levels have on a finishing nail. After finishing the experiment, I noticed that the nails did not rust in pH 3,5, and 9 but only 7. Why did it rust in pH 7 and what caused the corrosion of the finishing nail?

pH 7 is the same as water… which is what normally is the cause of oxidation of iron (rust)
