Naval Jelly question?

I used Permatex Naval Jelly (part # 81756) on my trucks frame (on the rusty areas).
I left the stuff on there longer than 15 minutes (maybe 2 hours) and than I went back to my garage and rinsed it off with hose water.

When I went looked at the frame today, the areas that I used the Naval Jelly on were a solid white color (see pics below).

I plan on using undercoating on Monday to paint the frame but is it ok to paint over this white residue?

I tried to wash it off today with dish washing soap and a sponge but it would not come off.

Clean it up with a wire wheel on a drill the best you can or the heavier stuff will flake off,clean the bare metal with some lacquer thinner before you spray
